The Hierarchy of Authority

1. Federal & U.S. Constitutional Law

The highest level of authority, superseding all tribal law.

2. Washoe Tribal Constitution & Ordinances

The supreme law of the Washoe Tribe, enacted by the Tribal Council.

3. Woodfords Community Council (WCC)

The local governing body, operating with powers delegated by the Tribe.

Washoe Tribal Council (WTC) Composition

The WTC is the supreme governing body for the entire Washoe Tribe. Its representative structure ensures all communities have a voice in central government decisions.

The WCC is the local government for the Woodfords Community, responsible for managing local affairs and supervising community programs.

The Two-Step Approval Process

For significant actions, the WCC's authority is part of a collaborative process with the WTC. This ensures local initiatives align with tribe-wide policy and law.

Step 1: WCC Action

The Woodfords Community Council discusses an issue and passes a formal resolution (e.g., to apply for a grant).

Step 2: WTC Review & Ratification

The WCC's resolution is submitted to the Washoe Tribal Council. The WTC then passes its own resolution to formally "accept and approve" the WCC's action.

Action Finalized

Only after WTC approval is the action considered officially enacted and legally binding for the Tribe.

Direct Program Supervision

The WCC serves as the executive board for essential community services, directly overseeing the directors and coordinators responsible for day-to-day operations.
